Assessment submissions now land on a dedicated completion screen with consensus progress and context comments instead of a generic confirmation. Backlog priority scoring factors in assessment template weight so higher-stakes assessments surface first. Debug logging cleaned up across the codebase for production readiness.

Roles, guest access, and the backlog pipeline
Role system simplified to three roles: Admin, Member, and CivumStaff. Group admin management now supports promote, remove, leave, and delete. Guest rally workflow lets unregistered users participate with shadow reputation that transfers on account claim. Rally creation collapsed from 7 steps to 3. Backlog pipeline ships: graduated rallies generate proposals that route to city-specific backlog queues. Photos now tracked as assessment records with reputation credit.

Assessment template builder with field primitives, scoring config, and reward configuration. Drag-and-drop field reordering, multi-page support, live preview mode, and fork/copy workflows. New field types: likert, date, address, GPS, and photo. Roadmap system with flexible outcomes, publish/unpublish controls, and category scoping. Campaign system wraps roadmaps with invite links and progress tracking. Reputation system updated with a 600-point ceiling, axis-aware penalties, and density-adaptive participation thresholds.
